I have the honour to acknowledge the receipt of your letter
No 18113 1911, of the 14th instant, with two enclosures, for which I beg
to offer you my thanks.
2. Of these enclosures, one is a copy of a letter written by
me, on the 11th November last, in reply to one from the Colonial Secretary
Hongkong, calling upon me for my remarks upon a minute from the Governor,
Sir Frederic Lugard, but containing no specific charges against me. It was, as I understood it, (and still so understand), merely calling for an
amplification of my former report.
3. The second enclosure is a copy of a minute from H.E. Sir
Frederic Lugard, which I now see for the first time. Had it not been
withheld from me, I could have satisfactorily explained every point raise with the context before me; and this I now attempt to do, from memory
alone.
